Requesting The Joint Committee on Government and Finance to make a
study of the feasibility of providing a State and county
assisted retirement program for volunteer firefighters and
volunteer emergency medical service personnel, including
sources of prospective funding, whether dedicated funding
would be advantageous, and whether inclusion of volunteer
firefighters and emergency medical service personnel in
governmental retirement programs is feasible and advantageous.

Whereas, The volunteer firefighters and emergency service
personnel of this State provide an essential and compellingly important service and contribution to the well-being and
preservation of the assets of this State; and

Whereas, The volunteer firefighters and emergency service
personnel work selflessly and courageously without remuneration or
the promise of remuneration and, provision needs to be made to
reward and encourage the crucial function they provide to the
citizens of this State by providing for their well-being in their
retirement years; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to review, examine and study the feasibility of providing
a State and county assisted retirement program for volunteer
firefighters and volunteer emergency medical service personnel,
including sources of prospective funding, whether dedicated funding
would be advantageous, and whether inclusion of volunteer
firefighters and emergency medical service personnel in
governmental retirement programs is feasible and advantageous; and,
be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2003, on
its findings, conclusions and recommendations, together with drafts of any legislation necessary, to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from the legislative appropriations to the Joint Committee on
Government and Finance.
